Authority without an expiry
What it looks like. Approvals, consents, attestations, and risk assessments are granted once and remain in force. Freshness is judged by time since issuance rather than by whether the world they described still holds.
Why it fails. The grant stays formally valid while its referent moves. A consent given for one operational frame is spent under a broader one, and a decision made for a horizon shorter than its consequences goes unrevisited.
Instead. Require effective-date attestation on authority-bearing artifacts and verify freshness against authoritative publication at decision time. Bind commitment horizon to consequence horizon. Re-grant consent when the operational frame changes rather than reusing it under the new one.
