The rules about the rules are unversioned
What it looks like. Policies are version-controlled. The definition of what counts as a policy is not. What qualifies as a decision, a governance artifact, or a binding rule is settled by convention and can be changed by whoever writes the surrounding documentation.
Why it fails. Changing the meta-predicate reclassifies existing artifacts wholesale without editing any of them. Every downstream control still enforces correctly, over a set that quietly changed membership.
Instead. Version-control meta-predicates separately from the artifacts they classify, require elevated governance for changes to them, and replay current artifact-class membership against the prior predicate after any change.
